EU extends temporary trade liberalization measures for Ukraine.

On May 31, 2023, the European Parliament and the Council adopted Regulation (EU) 2023/1077. This regulation extends temporary trade liberalization measures in addition to the existing trade concessions under the Association Agreement between the European Union and Ukraine.

These measures are a response to Russia's war of aggression against Ukraine since February 2022, which has had severe negative consequences for Ukraine's trade. The regulation aims to mitigate the economic impact of the war of aggression and accelerate the development of closer economic relations between the EU and Ukraine.

The measures include, among others, the suspension of import prices on vegetables and fruits, the suspension of tariff quotas and import duties, and the temporary suspension of anti-dumping duties on Ukrainian products. The Union will provide temporary economic and financial assistance to Ukraine and the affected market participants. The regulation also includes provisions to prevent fraud and ensure compliance with the Association Agreement.

The regulation is a step towards ensuring coherence between the EU's external action and its trade policy. Regulation (EU) 2022/870, which contained similar measures, expired on June 5, 2023.
